The Parliament of the Economic Community of West African States (ECOWAS) has decried the continued non-compliance with the rulings of the Community Court of Justice by the Member States and other major actors within the region.
It also said that ECOWAS cannot afford to establish a Community Court after having adopted all legal instruments to that effect, only for its Member States to continue disrespecting its judgements with impunity.
President of ECOWAS Commission Dr. Jean Claude Kassi Brou made this condemnation at the official opening of the ECOWAS Parliament delocalised meeting of the Joint Committee on Energy and Mines | Industry and Private Sector Agriculture, Environment and Natural Resources and Infrastructure.
Dr. Kassi Brou said: “Before I round up this brief address, permit me to use this medium to flag up an issue that has been of major concern within the Community. Here, I wish to refer to the continuous non-compliance with the rulings of the Community Court of Justice by the Member States and other major actors within the region. Respect for the Rule of Law, of which total compliance with court judgements is an integral part, is a major symbol of democracy. It is a major pillar of measuring how matured a Community’s democracy is.
“Courts are the last hope of the common man on the streets. ECOWAS cannot afford to establish a Community Court after having adopted all legal instruments to that effect, only for its Member States to continue disrespecting its judgements with impunity. I believe we are a more serious people and can do much better than that”.
He called on all Attorneys General in all Member States, to as a matter of grave concern, not only to the people but to the International Community, urgently organise a special meeting to address this ugly trend.
“All Laws must be obeyed, and all court rulings must be adhered to. Failure to do so has the propensity to drift any society into anarchy. The ECOWASParliament is grave concern about this subject,” he further said.
The President said the compliance by Member States of the rulings of the ECOWAS Community Court of justice, and the implementation of programmes and policies developed by the ECOWAS Commission would go a long way to developing the community.
He said that the ECOWAS Parliament is the representative assembly of the citizens of the community, adding that It aims to ensure the full participation of the peoples of West Africa in the development and economic integration of the region.
“That is why, in its programme of activities, the ECOWAS Parliament regularly organises meetings in the Member States, not only to enhance its visibility but also to maintain and strengthen ties with the citizens that it represents and more importantly to make known to the people, the projects and programmes being implemented by the Community,” he concluded.
